MVNOs play a relevant role as market "agitators" in numerous European markets. The role of MVNOs in the EU telecoms market was discussed thoroughly in the conference, where Marco Gatti presented "MVNOs Market and Regulatory Challenges".

Julio Villalobos gave an open-minded presentation on best-practices in the auditing process for regulatory cost modelling, highlighting the benefits of various factors arising from identifying anticompetitive practices to detecting market power.

Inter-American Development Bank approved US$600 million for Telefonica Moviles Colombia S.A. (Movistar) to optimize its capital structure.
SVP Advisors aided the Inter-American Development Bank to carry out Movistar's due diligence business plan. The successful transaction was a syndicated facility totalling US$600 mn to refinance short-term debts and finance some capital expenditures.
